Primeiramente, Levine deixou claro que Global Offensive não é um Counter-Strike 2, mas sim um jogo de tiro em primeira pessoa com semelhanças a seus predecessores — Counter-Strike 1.6, Counter-Strikes Condition Zero e Counter-Strike: Source. Mesmo sendo criado com a ajuda da Source Engine, o título não possui uma jogabilidade igual a CSS. Segundo Levine, a Valve quer que o novo game tenha características únicas em relação à série.
Quanto aos modos de jogo, ao que tudo indica, teremos o retorno dos mapas do estilo “de_” e “cs_”, que indicam as modalidades de desarmamento de bomba e resgate de reféns, respectivamente. O foco da companhia é o público competitivo dos e-sports e também os jogadores casuais, oferecendo servidores dedicados e matchmaking.
